The amendment provides that cadets shall be allowed full pay as second lien tenants from the date of their gradua tion to the date of their acceptance of commission. 1 he amendment was con curred in and the bill now goes to the President. On motion of Mr. Oates, of Alabama, au amendment was adopted yeas 141, imys 109 striking out the clause direct ing the President of the Sen a to upon declaration of the vote to announce the names of persons elected. The bill was then passed as amended wiihout division. The House then al 3 10 went into com mittee of the Whole, on the bill crea ting the Department of Agriculture and Labor. Mr. Weaver, of Iowa, sup ported the bill, as being in the interest of the greatest industry of the oounlry. Mr. Breckenridge. of Ark., opposed the measure as creating a political de partment and he contended that agri culture would not be benefitted by tin sel and frippery. What it needed was a reduction of the load of taxation. Mr. Gibson, of W. Va., took the same view. Mr. Randolph Tmcker also took this view, and he also opposed the bill on constitutional grounds. j Mr. Reagan argued that there was no constitutional ground for tho proposed legislation. j Mr. Anderson, of Kansas, and Mr. Hatch, of Ills., supported tho bill, both as to constitutionality and expediency. Pending further debate the committee roee. Mr. Randall, of Pa., from tho com mittee on Appropriations, reported the Sundry Civil bilk, which was referred to the committee of the Whole and the House at 5 o'clock adjourned till to morrow. Verdict in the Owens Cfcse. WasHUJOTON. N. C, Dec. 10. Today, the ninth day of the Owens trial, the jury , after a short deliberation , brought in a verdict of guilty; Stark Simpson of murder; Mrs. Owens and Isaac Jones as accessories.- Oh the S3d of last September, A. D. Owens, a merchant at Ore welt, Wash ington county, was shot by-Jim Am krone, a noted negro desperado. ' Am brose was killed in the attempt to arrest him Zsaao Jones and, Stark Simpson made a voluntary statement of tho whole' matter implicating Mrs. Sarah Owens, wife of. A D. A large number of ladies and gentle men assembled at Mias Maria Manly 's school roDm on Friday evening and had a most pleasant time at one of her quo tation parties. These parties are interesting and in structive. The question was Love. A large num ber of quotations were handed in by tbe young ladies and gentlemen aud all of them showed that ihey had dived deeply into their favorite authors lo find appropriate quotations for the occa sion.
